Professional Experience
Thomas P DeLaine, Jr is the Founder of TD Consulting, L.L.C., a company offering professional consulting services to address organizational and information security policy needs for Governmental and commercial organizations. He started the company after his work as a Senior Consultant with A&N Associates, Inc., providing acquisition management, systems engineering and test/evaluation consulting for U.S. Defense clients, because of his desire to integrate organizational and operational needs within a transparent but cohesive security construct. Prior to his tenure at A&N Associates, Thomas served in the U.S. Navy for 22 years as a Cryptologic Technician (Maintenance) in a variety of positions that supported national security objectives. During his naval career, Thomas worked for the Chief of Naval Operations as the Information Assurance Branch Assistant for Management and Training developing information systems user certification training program for the Department of the Navy. He also served at Project Officer for the Director, Communications Security Material Systems coordinating implementation of the U.S. Defense Department’s Communications Security (COMSEC) accounting system for over 900 naval commands from the Navy legacy system to a Joint Services system. Additionally, he led the integration of the Navy Postgraduate School’s Information Assurance program linking academic and operational personnel by developing an information assurance process that supported implementation of operational and academic information security initiatives.
Education
Thomas earned his Bachelor’s degree in Business Administration and Religious Studies, magna cum laude, from Chaminade University of Honolulu in 1994. Thomas also earned his Masters in Business Administration from Chaminade University of Honolulu in 1994. He served as Student Body President and was appointed to the Chaminade University Strategic Planning Committee. Thomas has obtained the Information Security Management Systems Scheme (ISO 270001) Provisional Auditor and Certified Information Systems Security Professional (CISSP) certifications.
Community Involvement
Thomas serves as Membership Chair on the Challenger District Committee in the Central Florida Council Boy Scouts of America (BSA). He is also a Boy Scout Council and District Trainer and has served on four BSA Wood Badge Adult Leadership Training courses. Thomas serves as Adjutant and Quartermaster for Veterans of Foreign Wars (VFW) Post 3991 and is a member of Beach Lodge #354 F&AM of the Grand Lodge of Florida.
